So I want to make an archer and give him a limit on his arrows, was thinking Ammo, but the description of the limitation doesn't seem to be right on the money.

Am I reading it wrong?

Perhaps if you explained what "right on the money" means here, I could answer.

Ammo lets you have any of the following limitations as part of a gadget (with 1 extra use): Burn-Out (you suddenly realize you're down to your last arrow), Finite (same as burn-out but it's tracked per day instead of per scene), Charges (this is what I think you want- where you have a precise amount of arrows- with a guideline being 9-Level of power for how many you get per day, or 3 per scene as the base- but again that's a guideline, not a firm rule).

Generally, when dealing with large amounts of Ammo, I'd use Finite- since it is possible that if you empty your quiver, between scenes, it is conceivable you could go back to base and get another quiver. Burn-out is usually more for powers that have batteries, etc that recharge after a minute or two.

If you want a regular bow that isn't a power, however- you can just say how many arrows you are carrying on you- just like a guy with an AK-47 can have multiple clips. On a power if you want the equivilent of "clips" you take the "Recharge" enhancement for the power.

Charges would work, except... say the guy has Special Attack 5 (his arrows), that would give him 4 shots and then he is useless, so that sort of defeats the whole purpose to my mind.

Finite works, except I can't see how the arrows would get weaker... or am I not reading "the power has been drained by one-third" right? Either way, again if the Special Attack is 5, the guy is more than likely only gonna get 3 shots off before the power is done.

This is specifically in relation to a Special Attack 5 (Variable) to represent different types of arrows.

I guess the question that needs to be asked is, how many arrows do you want your archer to have?

Depending on quiver sizes, I'd say the average is ~ 12. That being the case, I'd not even bother counting unless you find yourself in a large number of fights that last that many attacks. Even then, I don't think a Power Limitation is an appropriate way to handle it.

I like Bashman's idea:

Why would it be depleted by a third? The easiest reason is that you used a third of your arrows. Just be loose with that. So really you used more or less a third each time. (plus one extra use).

Like Dustman said though; you may just decide to take it as easily taken instead of ammo if you want a lot of arrows with not much chance of running out.

Also consider that you will have several kinds of arrows built with different powers. If you run out of boxing glove arrows, use tangle arrows. When those ron out use flash arrows.

I think the easily taken angle best represents it.

When in comics does Hawkeye or Green Arrow run out of arrows except when it is essential to the plot right?

You could also just have some of the special arrows be limited- like the Tangle Arrows, or the Flash Arrows...
