I'm trying to model a power based on Sebastion Shaw and Gambit.

The idea is that the character can absorb energy (kinetic, electric, and heat), store it like a battery, and then use that energy to either heal (himself and/or others), Restore (himself and/or others), or attack with it by charging himself or his limbs (fists, feet, knees, elbows, shins, etc.).

I am really not certain what fits this best as both Gradual and Energy Cost seem *. Although with the attack being variable; I am really not sure how Energy Cost would work. And Gradual isn't quite right, as upon using the power his power level would reduce again, until he soaks more damage. I'm also not sure what a good number would be for the damage - BASH EU has an example of 1 lvl/10 damage taken, but I'd prefer to use damage soaked for this powers method of working.

For a more detailed explanation of the attack he can charge himself or a limb and cause an explosion from that point - that is to say that it does actual damage (Special Attack) and concussive force (Linked with Push). It's a variable attack that increases in area of effect and damage (Variable), as well as how taxing it is to use (Energy Cost or Gradual). Range always being 0 as it is centered on himself or his limb. Area being none for a super punch/kick/etc, a cone shaped directional blast (Line or Arc or Neither?), or circular (Burst). The larger the damage, the larger the push, and area.

The healing and restoration would then be a Multi-Power of the above. How do you properly modify healing for an AoE? Affects Others, Variable?

Sorry for the wall of text, but it is a rather complex power idea. Also, my first time making a character in Bash! :D

Your power is both gradual and fading, it's point cost can only be reduced by one limitation but there is no reason you can't have it affected by more than one, and that combo I think fits what you are trying to accomplish fairly well.
