Actually for the "teleport attack" I'd just do this:

"Teleport Attack": Special Attack 4 [Enhancement: Variable]

This means she can:

1. +2DM Medium Burst- all the goons within a 25' diameter area get pummled by her bamfing in between them giving each one a punch in a flurry of teleporting fists and feet!

2. +4DM melee attack- she teleports on your back and kicks you, then in front of you and pops you in the stomach, then behind you again, sweeping your leg, poof she's on top of you again pounding your head! All in the span of a second.

3. +0 DM (x3 Dmg) Mid Range (15 sq) Medium Bust (5x5) She teleports across the room, lightly pummels a group of goons (see 1 above) then teleports BACK across the room to where she was originally standing.

I'll point out that Teleport already does assume you cannot see the place you are going. Having that requirement is a -1pt Limitation on Teleport.

Bashman, does this mean that area powers are "selective" by default, you can pick and choose who in the area is actually attacked by them? If there was an ally or bystander in that 25' area, they don't have to be attacked too?

If that is the case, would you apply a limitation for an explosion that indiscriminately attacks everything in the area, friend or foe?

Or is it considered just a part of the flavor and isn't worth treating as an enhancement / limitation? There are pros and cons to each version, like the indiscriminate attack can be used to attack an invisible foe while the selective might not (without needing penalties, etc.) So maybe it isn't worth points to pick-and-choose which type.

What is your intent for that?

No- you can't choose to ignore allies normally. What I'd do is make it so you can spend a point to make it so you avoid allies. So instead of +2DM Medium Burst, you could do +1 DM Medium Burst that avoids allies.

Alternatively, you can use the ARC or Ricochet area of effect which already can avoid allies.

Thanks for looking over this, Bash! This is a great help for me in understanding the creation rules. I'll post my revised version of Cheshire in a bit. Hopefully I'll have a chance to post a sketch of her this weekend. :)
