Batman has no trouble with Minions; as I've mentioned before the rules in BASH! greatly favor heroes, even if they are "normals" with no combat skills. First, there's the Minions rule, that allows heroes to attack multiple minions (and if you have Super Movement, even more); that's on top of their restrictions to begin with (minion dice don't explode, for example.) Only when they use the Mob rule (or if they have Powers) are they any threat.

Additionally, when engaged in Contest Rolls (ex. wrestling over a weapon) Heroes automatically win against less heroic characters (Villains, Antiheroes etc.) Then there's Hero Points and Hero Dice, those give you a whole bunch of options ranging from recovering to stunting Powers (and presumably since Martial Arts count as Powers, you *can* do Power Stunts with them, as long as it's something the Narrator approves.) Finally there's Pushing, which costs Hits but is almost as effective as Hero Dice.

So if Batman needs to take down say, Bane, I don't see why he could not spend a Hero Die and use MAM to stunt Attack Weak Point on him.

Using all those rules that you cited, my group's Batman equivalent (Brawn x2, Agility x2, Marts 3) struggles with elite minions of like the following:

The hero has a Defense and Soak of x4, so they can reasonably avoid damage. However, with Attack and Damage of x2, the hero struggles to hit and damage a 28 Defend and 20 Soak.

Yes, he could spend hero points, but he doesn't have a bunch at the level we play, and he wants to save them for the villains.

What are we missing?

Maybe BASHMAN or one of the other posters can tell you; personally I have yet to run my own BASH campaign, I just follow the Rules As Written as guides for my conversions.

Suggestion: either Weapon Technique (unarmed) and or Attack Weak Point (being able to spend a Hero Point to keep a high damage roll is very useful) or take a gadget that does Special Attack of x4 Dmg or better.

The Atom

Background: Ray Palmer is a physicist from the city of Ivy Town, Connecticut. One day while out hiking, Palmer found a piece of ‘white dwarf star material’. By performing experiments on it, he developed a method of shrinking matter. He decided to use it to make a costume and fight crime as the superhero, The Atom. Eventually he joined the Justice League and married his fiancee Jean Loring (though their relationship has been troubled, to say the least.)

*Loring’s problems have included: mental issues caused by her own latent psychic powers; breaking up with her husband, then murdering Elongated Man’s wife in an insane attempt to reunite with Ray; and becoming host to the evil god Eclipso. Gee, one gets the sense that today’s writers hate the silver age, no? If I were you I’d ignore all that crap.
*While not official, since both the Golden Age and Silver Age Atoms have been co-existing on Earth since Crisis on Infinite Earths, maybe the latter took inspiration for his name from the former, as was the case with the Golden and Silver Age Flashes.
*Atom can decrease or increase his mass (up to a maximum of his 180 lbs. body weight) separately from his size. His “atomic punch” is merely hitting a target with his full weight on a small area.
*Yes, the Atom had a bird sidekick. With bionic wings. Courtesy of Hawkman. It hasn’t been seen in a long time tho. Drop it if you want.
*The Katarthans are a race of tiny aliens living in the Amazon jungle that Atom lived with during his separation from Jean.
*His identity was made public when his life story was published by a friend after he retired. Again, ignore this if you find it troublesome.

Golden Age Atom

Background: Al Pratt was born in 1920. A sophomore at Calvin City College, Connecticut, in 1940, he suffered indignity due to his short stature. He was referred to as "Atom Al" by his tormentors. Due to this, he felt he was unable to impress Mary James, the girl of his dreams. One day, he bought dinner for a vagrant who turned out to be Joe Morgan, a former boxing champ. Morgan promised Pratt the young man could be made into a muscular man with the right training. In under one year Pratt became a massively strong fighter with, and he decided to use his new ability to protect the oppressed as the “mystery man", the Atom.
Al was a founding memberof the Justice Society and later joined the All-Star Squadron where he struck up a strong friendship with fellow member Wildcat. He was present when the JSA battled Ian Karkull; during the fight, Atom was bathed in mystical energy that kept him young for decades.
In another battle alongside the All-Star Squadron, Al Pratt fought the reluctant villain known as Cyclotron. Energy released in that battle caused Al Pratt to develop radiation immunity.
When the Atom and Starman went to the Manhattan Project site to stop a foe, Pratt ran through the fallout to save Starman and was caught in another explosion. Surviving the blast completely unharmed, it was discovered that the extra dose of radiation gave him more superpowers.
After the incident with Starman at the Manhattan Project site, he started studying nuclear physics and gained his Ph. D to become a brilliant scientist.
In the early 50s, Pratt retired along with the rest of the JSA, after the group was urged to remove their masks and work for the government. Pratt then revealed himself as The Atom to his sweetheart Mary James. They eventually married and had a happy life together.
Years later, Pratt came out of retirement to rejoin the JSA. Pratt's bravery inspired his godson Albert Rothstein, the grandson of Cyclotron, to use his powers for good as the superhero known as Nuklon.
When Mary gave birth, Vandal Savage stole the child and killed Mary Pratt. When Al discovered the news of her death, he was utterly devastated. Despite his reluctance to get back into crime fighting, he stayed with the JSA when the group reassembled.

*Pratt is currently dead, killed by Extant. However, you know how permanent death in superhero stories can be. Just in case, I put all of his superhero friends and relatives as Contacts.
*Despite the terrible things Vandal and Extant did, they are more enemies of the whole JSA rather than of The Atom personally (and so are part of his Membership package).
* He has unused skill slots because his Agility gives him 3 and I have no idea what to give him (besides juggling, based on a story where he juggled three criminals!) You decide.

Background: Lois Lane was the top reporter at Metroplis' Daily Planet newspaper until Clark Kent showed up. Somehow, he always managed to get the best Superman scoops. ;) This caused Lois to feel a rivalry towards the mild-mannered reporter.

On the other hand, Lois is head over heels for Superman. The fact he keeps showing up to save her from danger has caused her to grow reckless. It has also caused other people to assume they are an item, and earned her the nickname "Superman's Girlfriend". And they did in fact, date a few times. But he refuses to tell her his secret identity. She's convinced that this is because he doesn't think she's smart enough for him, and therefore keeps trying to find out his identity to prove that she is. Further complicating things, Superman's childhood friend, Lana Lang, moved to Metropolis and is also openly courting him.

Over the years, Lois has occasionally gained super powers, only to soon lose them. She learned Klurkor in the kryptonian city of Kandor.

Lois' sister, Lucy, dates Superman's Pal, Jimmy Olsen.

When the Daily Planet was bought by the Galaxy Broadcasting System, she and Clark worked for both. Lois started dressing less conservatively and focused on social issues, going as far as using a machine of Superman's to turn herself Black so she could experience racial discrimination first-hand.

There were many "imaginary" (that is, non-canon) stories featuring Lois. In the final Bronze Age Superman story, "Whatever Happened to the Man of Steel?" only Superman and Lois survived after Mr. Mxyzptlk revealed he was only pretending to be a harmless imp. Because Superman had to break his oath against killing to stop him, he gave up his powers and his identities. He did however, marry Lois under a new name.

I've read that last story you mentioned, but I haven't read silver age Superman. The only thing I know about that era of Superman comes from things like youtube videos and internet discussions. :)

Another idea for those martial artist types with signature strike maneuvers (and I'm thinking of the Crouching Tiger, Hidden Dragon sort of moves), one could take the Special Attack power and fashion some "Fist of Doom" ability and add on the Esoteric Training enhancement to explain why this is still an Intense Training power.

[Note: Esoteric Training is an enhancement from Awesome Powers #1.]

Honestly? If your heroes are having trouble with normal Minions, something is wrong with their design. Reduce their Stats, their armor or their Martial Arts so that they aren't more than the nuisance they are meant to be.
