Hi Guys,
I have a new minion appearing my campaign and they are basically the big bad's heavy hitters.
How would you create the fact most people ignore them (so they stalk the streets but most don't notice them, people forget they were there or their thoughts become jumbled) and they project a feeling of dread/unease.
So as they walk down a street, the whole street could become quiet, fearful and unsettled, but for no apparent reason!

Invisibility with a Limitation that it only affects people's perception / memory (so a photograph will still show it). There is actually a power in Awesome Powers 5 that is called "Imperceptibility" that works on this principle.
The unease / dread sounds like Emotion Control from Awesome Powers 5, which is a variant of "Suggestion" with the "Extra Effect" Enhancement.
A more powerful effect would be the Emotional Crippling power, which is based on Daze with an After Effect of Confusion (also from Awesome Powers 5).
