Powers bought for Headquarters

I was just making up some Headquarters and it struck me that I didn't know if I had by powers usable by others for them.

My quandary comes from these two entries in the BASH-UE

Auto-Doc: Healing, Restore
Shrink Ray: Shrinking [Usable on Others] Growing [Usable on Others]

The second implies I should buy usable on others if I want the HQ's powers to be usable on the PC's - but the Auto-Doc seems to imply I don't.
For example, I'm building a Temple of Light as a HQ. I want to give it a healing pool (x3 Healing, x2 Restore linked to Healing). Do I need to give it area effect to represent a pool, that can heal multiple players at once? Does it need usable on others?

the autodoc is a machine like a closet that you have to go inside of. Only one person can use it at a time. But maybe I could see taking usable on others for that. The shrink ray is a raygun attached to a swivel arm, though and can shrink anything/person in the lab.

OK, so if i want use it against some one it has to be usable by others. If its just a shrinking closet you dont.

If I want it usable by multiple pc's at once I could buy small burst for a 2x2 closet.
