I'm prepping a game set in Gotham shortly after the death of Batman.

So what happens when a character who has Fear Toxin: Daze [Enhancements: Repel, Medium Burst, Liked to Confusion 2, Medium Burst, Limitation: Ammo Gadget], Runs into a character who has Mind Spikes?

As a GM I'd say Mind Spikes have no effect in this particular situation unless my player can give me a logical reason why it would.

I know that's not a "look to rule x" kind of answer, but it's the most honest one I have.

And actually to expand on that, think of Confusion as the mechanic behind someone with a bright light / dazzle power. It's still appropriate to be a mind contest because perception is based on Mind too. But it isn't psychic in any way, he's not influencing someone's mind, so Mind Spikes wouldn't affect Dazzler or Jubilee for causing Confusion, IMO. And Mind Shield probably shouldn't protect in those cases either, although I hadn't really thought about that before; it hasn't come up.

Anyway, so I think the concept of the power is more important than which category the power is in.

This is actually a topic that took me a while to get my head around with regards to BASH; rules sometimes have to accomidate the description of the power, not the other way around like in most systems.

PS- my very first BASH! Campaign was this exact same setting. Batman & the Joker "disappeared" 5 years ago. The PCs were the new "Knights" of Gotham city. The inside joke was that the Knights' founder & source of funding was Bruce Wayne, an aging eccentric billionaire.

This campaign was a major source of inspiration for a major plot of Megapolis where the Guardian had disappeared, and his alter ego, Ace Ashbey founded the new Defenders of Megapolis to fight crime in his absence.

One of the problems we've always dealt with in our group is the whole "Hey we're in New York and the Scorpion is running amok breaking stuff where's Spiderman?" thing. I also thought it would be an interesting dynamic if you have Batman's town and his Rogues Gallery would all be emboldened because they all factually know him to be dead.
