How would you best build a character with the ability to COPY another character's STATS?

One of my players has a PC that focuses only on copying other's powers (using Copycat) but also wants to have the ability to copy character's that have higher BRAWN and AGILITY.

He is a B1 A1 M1 "normal" guy. So almost any villain/monster and many minions will have a 2+ in their Stats. How would you build that ability to copy Brawn and/or Agility up to 5 (or more)?

Would you somehow use or link it to his Copycat power? If so, how?
Would you have it separately as a simple "Boost" with Limitation that it "works like Copycat"? If so, how would you go above the +3 Boost to get to 5+ Stats?

Also...
Since he copies "powers", would you also suggest the Limitation that the Stat must be "superhuman" in concept?
For example:
He could not copy Arnold Schwarzenegger's Brawn 3 that is only from lots of weight training.
But he *could* copy a 14 year old kid with a Brawn 3 (because the kid was bit by a radiated ant).

I'm guessing you just need the Affects X enhancement, i.e. Copycat [enhancement: affects stats as well as powers]

The simplest is probably just say it is a power enhancement of Copycat that can be used for Physical Stats. You could limit it more if you wanted. saying only for superhuman stats above 3. Normals have a max of 2 (2+3 if they have Enhanced) so anything 3 or above would be a "power" that you could copy.

I'd just use "Boost" with the limitation that you must touch someone with a Stat that is equal or greater to level you are Boosting to. So if you have Boost 3, and Brawn 1, you could Boost to Brawn 3 by touching someone with a 3 Brawn, but if you touched someone with a 2 Brawn, you'd only be able to Boost to 2.

Note, you'd need to buy Boost seperately for each stat. If you want it as a multi-power, that's fine, but you cannot Boost Agility and Brawn at the same time then.
