I want to take Nullify and make it so that it activates when a power is used on the villain I'm building. I want to make sure I'm doing it right, or if this is too powerful, I figure it would probably be a 2 pt enhancement to make it reactionary, but with an appropriate limitation that it's only usable on powers that affect the villain. So in effect it would wipe out things like Special Attack and Daze, but be ineffective against Flight, Super Speed, or Armor.
How's that sound?

3pts is superspeed, which is tiring
a limitation to make it only usable with nullify would make it 2 points, work once per turn, and be tiring
for 2 points making it be reactive but non-tiring seems reasonable - but it would still only work once per turn. Making it work no matter how many attacks hit you seems more powerful and more expensive.
Also, nullify requires an attack normally. Are you making it autohit if you are hit?
In theory you'd want to base this off of damage shield, except that has the limitation that it does not get the bonus of your brawn/mind.
I think to make this work you would have to make the nullify less likely to happen. I don't have the book in front of me but is it a contest of nullify vs their highest stat? You could reduce your nullify multiplier by -1 or -2 or give it a dice penalty.
