No. If it was cumulative, there'd be little point to taking a higher level than a lower one.

I hate to argue with the guy who wrote the rules, but that is not true.

My complaint with weaken is that taking lower levels is basically useless since you have to make a roll weaken+1 vs their highest stat. A weaken 1 power just won't affect supers, and a weaken 2 probably will not either.

That is true, Dug- but I didn't want to make it a minimum of 3 points either.

What if the Narrator wants to create some sort of parasitic creatures that suck life-force from ordinary people, but are unable to affect supers? I wanted there to be a 1pt option for that possibility.
