I think it is logical in a comic book way. I have seen many comics/ cartoons where the villain controls/dazes normal people with no trouble and even keep them under control more or less permenantly. I see that. So, I would potentially see using BASH to run a Justice League or Legion of Superheroes game, but not a Misfits of Science or similar low-power street-level game.

Exactly. It's the same logic that lets a normal person have 10 hits, a trained solder have 40 or 50, and a superhero have 100. Why? There's no logical reason why Psychic Chick (whose powers are all mental) should have twice as many hit points as the non-super Green Beret. But she does. Because she's the superhero.

A normal person might just have 1s in everything, but if a player had 2s in everything and described it as "hero training" I'd let it slide. They're superheroes!
