I assume you can punch without buying the power - to hit based on agility, damage based on brawn
you can choose to have an attack have the damage based on mind - do you have to buy this power in some way? Or can you just declare that you have this power?

No- you would have to buy it. Just as I, the person here sitting at this computer, have the ability to physically hit the wall and damage it, so too do heroes. However, no matter how much I stare at the wall and say "disintegrate" it doesn't happen. It's because I don't have a power that would let me do that.
That said, I only need 1pt invested to do it. Something I am putting in Errata is that you can have level 0 in Special Attack, Push, etc- as long as you put points into something like "Ranged". So if I have a Mind of 3 and want to be able to shoot beams out of my eyes for x3 Dmg, for 1pt I could have "Special Attack 0 (x3 Dmg, Close Range) 1pt".
