Um... Help...
I'll be running a one-shot as a sales pitch for my group for BASH, if they like it, our GM will take over and make his own campaign. I'll be doing 25 point Street Level and my GM and his wife have told me their concept.
The GM will be a teleporting martial artist, pretty straight forward, kinda cool. Easy, right?
His wife wants to be Rainbow Brite... okay so 1) I don't know what her "power set would be", 2) Because I don't know the power set I don't know if it fits... So do any of you have any idea what I should expect to see in this? I'll be running the one shot this Thursday, so I won't be seeing the build until very soon before the game.
So yeah... Help.

1st Some cool stuff for your TP martial Artist:
Teleport Attack: Special Attack w/ Range. What this is- he teleports, punches you, and teleports back near instantly- or just teleports his fist and teleports it back. Or as melee, he teleports all around you attacking from all sides, etc.
Teleport Defense: Deflect- if his teleport is a Gateway type, he can open a portal which swallows your bullets, then another gateway opens sending them back at the attacker! Just a thought.
Rainbow Bright? I don't know anything about her. You should ask her "What are the kinds of abilities that Rainbow bright has? or Tell me the 10 coolest things about Rainbow bright. That might help in aiding her with the build.
But here is more advice. You are setting a 25 point cap for game? Run the game at 30 pts. That means a typical character gets +5 Hero Points. A 22pt character gets +8 HP, and a 27 pt character gets +3HP. The reason for doing this- so that the characters can do more awesome stuff in game. I always like to give a "base" of 5HP per hero, as the Hero Points can really be cool.
Other Advice- Be sure to explain what Hero Dice can be used to do, and also explain that Team-Up Actions can earn Hero Dice for 1-time use. Also tell them, there's more than one way to "win". If an enemy seems to be immune to physical damage, there are ways to win other than beating him to unconsciousness- try trapping him, using psychology, causing him to somehow take himself out, etc. These things should help your group tap into their creativity and get out of "D&D Grind" mentality when it comes to encounters.

Okay, so I'm allowing them to go above 25 points, but with set backs. To be honest I'm throwing this together really quickly, so I was putting them at 25 points so that I could just pull builds straight out of the back of the book to throw at them.
However your suggestion is good, so I might reconsider, especially since it will be just the two of them (our third play wont make it). I'll tell them to be ready to go over their builds before the game and get there early.

With the help of her friends, her magnificent horse Starlite, and her magical Color Belt and Star Scepter, RB travels to the far corners of the univesre, bringing hope and happiness to everyone she meets. No matter where you are, you can always count on Rainbow Brite to make your heart a little lighter and your world a little more colorful!
Rainbow Brite (originally named Wisp before taking this name) and her white sprite Twink. In one of the books, it is revealed that Twink used to be red, until villain Murky Dismal removed his colours.
Starlite - Rainbow Brite's egotistical talking horse, who calls himself "the most magnificent horse in the universe". He is white with a yellow star on his forehead, and can fly only with the help of the rainbow.
You could also give her just a bit of extra fun by making an updated RB villain in style. Updating and changing the names/etc... (unless she ACTUALLY play's THE Rainbow Bright). Again, with a quicky google search I found these RB villains:
Murky Dismal - Murky is the main villain from The Pits, and in one episode it is revealed that as a toddler, he coluored on the walls with crayons, markers, paints, rollers, and finally an industrial airbrush. His mother made him wash off "every bit of colour, if it takes all day, if it takes the rest of your life", leading Murky to his hatred of colour as an adult. He always uses devices to create gloom clouds to try and remove the color or capture the Color Kids (by making them hopeless), or to try to take Rainbow Brite's Color Belt. His full first name is Murkwell.
Lurky - Murky's sidekick who looks like a giant brown Sprite with a large nose. Lurky actually delights in "all the pretty colours!" Most likely not Murky's brother, though they share the same last name. It is possible that Lurky was once a sprite who is under Murky's spell due to a cloud that has been placed over his head. Lurky is generally goodhearted, and often foils Murky's plans by his clumsy nature.
The Dark Princess - She is only officially called "The Princess." She lives in a palace in space and, as the movie's namesake Star Stealer, tries to steal the diamond planet, Spectra. She is very spoiled and greedy for diamonds which seem to be the source of her powerful magic.
Count Blogg - A green monster who is the Dark Princess' right-hand man.
Sgt. Zombo - The Sargeant in charge of the mission to steal Spectra. He leads the Glitterbots.
Glitterbots - Giant gold robots who hypnotize the Spectran Sprites into tying ropes around Spectra.

Here's what I got for a run down of what you might expect:
So... maybe:Rainbow Brite is a creative girl who uses the colors of the Rainbow to color our world and our lives. The magic she performs with her Color Belt more than make up for her size. She colors things by scattering the "Star Sprinkles," which become magical only when sifted through Rainbow's very own fingers.

She wields a magical tool called the Color Belt that produces a powerful multicolored energy force in the form of a rainbow. From reading the first adventure - she was going to Earth to try to start spring
Light Control + Weather Control + various other things like maybe Boost and/or Force Fields (of light), etc... Also Dimension Travel.
She also apparently has an either MENTOR or SIDEKICK, with her horse depending on how it's played for the game. Mentor seems to fit better to me.
Starlite, a flying horse, is Rainbow Brite's main method of transportation in our universe. He able to gallop on her magical Rainbow, and he can sometimes fly without it! He loves Rainbow Brite very much and always watches out for her safety and well-being. He gives her help and advice and takes her anyplace she wants to go, whether it's fun or for the cause of color. Starlite's only fault is that he's vain about his striking appearance, and that vanity makes him vulnerable to the treachery of the two villains, Murky and Lurky. When that happens, he has to count on Rainbow Brite and The Color Kids to save the day... and him!

So.. maybe...
The best stats a horse can have (find them in the core book and maybe give them the "Enhanced" power for another +3 result bonus.
It's a smart horse that can give her advice, so Skillful maybe multiple times to get all the mental skills.
It can fly, probably has super speed. It can dimension travel. And it's probably tough. It might even have somethings like Frightful Presence to BE the big bad in the background to intimidate villains for his master/friend RB
In the end...
I'd find out if:
a. the player wants to PLAY Rainbow Bright, or just the style/powers of the character.
b. if you want to make the idea a little more "serious" for comic book fun play.
THEN taylor it to what's needed.
