awesome indeed , i like how you've considered how things other than brute brawn might get one out of it , might some things simply reduce the power of the immobilize , like say stretching or lower levels of ghost form , things which wouldn't just be a auto out .

You bet it will be in there! Essentially it is Flight with a Limitation (I think it will be called "Tethered" or "Limited Altitude") which makes it so the maximum altitude you can reach is equal to your speed of Flight. So if you have Flight 4 [Limited Altitude], you can move 20 Squares per page and get a max of 20 Squares off the ground (about 10 stories up). If there is no ground or anything solid to "push" off of, you cannot fly at all.

Either that or the Ice Slide will have its own power description (it should be subject to breakage as, probably counts as a "Vulnerable Gadget" to Fire).

I would put both, Tethered and Limited Altitude as two different things. Tethered you have to be physically in contact with what ever it is (in this case ice) and Limited Altitude for those who are using say replusors or hover craft, etc...
