So, I'm looking at how to do a more 'passive' regeneration power, could I combine Healing linked with superspeed whose extra panel is only useable for using Healing? Would that allow the character to attack on panel 1, then use the second panel at the end of the round to regen?
Basically what I'm looking at is the kind of native regeneration that many famous comic characters have, without having to use an action.

I think super speed it specifically says you cannot heal with the extra panels.
One very easy way to represent "super regeneration" is with Armor. You heal so fast that the injuries recover almost instantly. If you want it to be vulnerable to burning, simply take Armor [Limitation: No effect vs. Fire] or something like that.

This question has come up in my home campaign a few times (and we've only been making characters for about 2 weeks).
I am going to allow one character to spend an enhancement to get healing that auto-applies once per X time period, but only when unconscious (and X is still under debate). The idea is that he can spend his panel to rest on his action during combat, and if he is too busy doing stuff then he isn't getting much healing done. But once he goes unconscious, he really is resting so it starts auto-applying periodically.
Then for in-combat active regen, we are using armor just like Bashman suggested. We decided the armor power represents damage mitigation generally, whether through invulnerability or healing or something else, rather than only "bullets bouncing off".

**Edit: Love the Armor as instant healing power. Fantastic! The difference between normal Soak and protection offered by "Armor" is the amount that is instantly healed. Going to have to find a character to use that one with.**
