Personally, I'd keep Telekinesis out of the multipower for this character, the way AslanC has it now. It is a Maintained power, and it would be useful to be able to keep it working while doing other earth-stuff like immobilize, etc.
But I would probably put the Earth Mastery into the multipower, as gryfn would. Remember that Bashman has clarified that Mastery costs just 1 point to put in a multipower with other thematically-appropriate powers, so you could save 2 points by doing:
Earth Multipower: 6 pts
* Immobilization 3 (variable)
* Slow (variable)
* Earth Mastery 3
I tend towards putting Masteries in multipowers partially because I tend to think of them as taking a lot of attention and power so I shouldn't be able to do other things at the same time. Putting them in a multipower enforces that. But that is just personal preference and there is no "right" answer.

but im not sure you give him the boost power and have him have the normal disadvantage . maybe it could be a magic ring or amulet that grants the boost power
as i see it his most powerful attack is the immobilize 5 , what wold he do if hit with such an attack ? I'm asking this because im afraid immobilize and drains might be overpowered and wondered how other people would deal with them .

There is a thread talking about Immobilize. I don't think there are any firm conclusions or consensus, but there are some alternatives / suggestions in it.

Well if he needs a bow for the boost to apply one could argue that Normal still applies, essentially Boost has to have a built-in limitation into it's cost; in this case it would be that it only works w/ a bow.
However, a strict understanding of RAW would mean he couldn't have it.
I wrote up an Archer archetype in the book though that did have this same thing.
