Clarification on movement penalties from Shrinking

Hi,

The shrinking power gives a movement penalty of -2 per rank. Does this apply to all movement modes, or just the character's normal walking/running speed? If the character buys a movement power like Flight or Teleport (which still defines itself in terms of squares of "movement"), does the penalty apply to it too? What about Super Running?

It applies to Flight and Super Running- but I wouldn't apply it to Teleport. Of course there is always the 1pt enhancement: doesn't affect movement.
