LoS Background question

So, lately in conjunction with BASH Fantasy I've been using an Elven Magic Advantage which works as follows: It doesn't allow you to purchase spells/powers like the Magic Advantage, but what it does allow you to do is spend a Hero Point twice per game session to use a suitably Elven-type power as a Power Trick (single use, with a power level up to your level in the Occultism skill).

I'm wondering if Elven Magic should be a Background instead, and if so, how many points it should cost. Although it's usually used for subtle nature-y effects or physical boosts, it's still quite impressive, so I wonder if it should be a 2 pt or 3 pt Background.

I would have the point cost dictate how strong the power trick can be. Then let people put 1-3 points in it as they prefer. I might also provide a number of "free" uses for it if they are paying points for it. Like 1 free use + 1 per Rank.
