LOL. I hadn't thought about that name similarity. ADEL was just a working name acronym for the Advantages, Disadvantages, Enhancements, and Limitations that the book was to feature. I just got so used to using it that it kinda' stuck in my mind, so I tried to make it feel like some kind of secret report-type thing.
BTW, I've always been pronouncing it A-DEL (like the Canadian "eh" as in, BOB: "This movie was shot in 3B, three beers and it looks good, eh?" from Strange Brew).

The dimensional traveler character you describe definitely sounds like a good candidate for some Cosmic scaled powers. If, however, you wished to keep him more in the level of "typical" heroes, you could tweak BASHMAN'S Adaptive Defenses power (as presented in Awesome Powers #2).
If the idea of moving through the partial Resistance phase is not as quick as you envision you hero then give the power the Extra Effect enhancement (defined as Quick Adjustment) to skip the Resistance phase. I'd recommend BASHMAN'S suggestion for a balancing limitation like the "Situational: Only two immunities at once" to keep the character from being overpowering.
