The swarm of rats you built looks just fine; the only thing I'd change is I think the damage is too high. x4 Damage, that's comparable to 40 foot drop off a roof or being sprayed by an Uzi.
x2 damage would seem more "realistic" to me, because that would be comparable to a sword hit or a pistol shot.
If your heroes have high enough soak that the rat swarm won't hurt them, don't forget that CIVILIANS are not immune. Aunt June cannot survive x2 damage every page; she may not be able to withstand it once! If the villain starts to get away, and sends the rat swarm towards a bunch of kids on a field trip, the heroes will have to move to stop the rats. Anyone who lets the rats go to keep chasing the villain give a fistful of Setbacks.
Also doing only x2 damage, the rats could also chew away at support structures and cables, dropping heavy objects from cielings, gnawing holes in the floor boards, etc, generally creating a hazard. In this instance, the rats are unseen; chewing from the other side of the cieling / floor from the heroes.
