Questions about what the terms mean technically...
- Each character gets one "Page" per "Panel".
- a Panel is defined as your character's set of normal actions in any other RPG, your "Priority", normally called your "Turn" or your "Initiative", CORRECT?
- a Page is defined as all character's Pages(Turns) in order of Priority, normally called the "Round", CORRECT?
- in your one normal Panel it seems like you get TWO "actions".... Although the rules never expressly say this,
they do allude to it by noting "What Can I Do in a Single Combat Panel?".
Noting:
#1. Move then Attack + activate any number of non-combat powers. (= 1 Move Action then 1 Attack Action & 1 "Minor" Action at any time)
#2. Move twice (sprint). (= 2 Move Actions)
#3. Reach Top Speed with a movement category power (which is essentially similar to a "Move Twice, Sprint" but using a Movement power).
#4. Attack then Move your allotted number of squares (which is 1 Move Action) but you cannot activate any other powers. (= 1 Attack Action then 1 Move Action)
#5. Heal (which essentially takes the place of the word "attack" action in Move then Attack or Attack then Move above)
#6. Use a skill. (which essentially can be done either alone, if the skill is complex and needs the full Panel of time or combined with the Move then Attack option above, when you would normally activate a power.)
#7. Hold off. (which allows you to Interrupt Action anytime and get to take ANY of the full actions above EXCEPT not being able to do any Attack or Heal actions)

The deal with interrupt actions also is "Narrator approval and common sense applies." This is actually the "Rule 0" of this system. Sometimes rules are not crystal clear and etched in stone; that's the Narrator's job to come up with interpretation of the rules, or the spirit thereof, and wing it at the table.
