Hi Guys,
I have a archer build PC with gadgeteer as and advantage.
I get the dismantle and existing arrow bit and use those points for a new one, so he could swap his HE arrow for a acid arrow, as long as the cost was the same of less.
But can someone explain how the hero point bit works (he has technology x3).

Sure. It allows you (the player) to improvise. You get to pay a Hero Point to say "I pull out an acid arrow" without having to get rid of your other one. The downside is you only have the one acid arrow (unless you spend another Hero Point). Story-wise, you always had the acid arrow all along; it's just not part of your regular *.
It's like when you're reading a comic, and Green Arrow is caught in a net, and pulls out a "buzz saw arrow" to cut his way out, makes some remark "And Black Canary thought a buzz-saw arrow was over-the-top". You've never seen him have a buzz saw arrow before or since; it was a 1 time thing, like a Power Trick in BASH! UE. But he mentioned it, like it was something he and Black Canary had spoken about in the past.
You can also spend Hero Points instead of using the points from your other arrow to invent a new one, assuming you have the time and materials.

I have one problem with this, his tech is x3, so by the time range mid is bought (2pts) that leaves him with 1 point. I normally get an extra point or two by using multi power and gadget ammo. This won't work as the arrow is only single use. So I can either fluff it or increase his tech skill to x4.

Cheers for the comment and I see your point, but if you look at the builds for Green Arrow and Hawkeye on the wiki all the special arrows had to pay for ranged
