Instead of targeting an individual or group for confusion, you
can also buy this power to affect those trying to attack a specific
target (normally yourself, but can be any target within range of
your ability) or for the confusion to linger in an Area of Effect
(which you buy as an enhancement). Either case lasts for 3
pages. In the case of a lingering Area of Effect, there is no
Mind Check or Contest- the Confusion effect is automatic, but
ends as soon as one leaves the affected area.

How is the Confusion power supposed to work if working against everybody attacking somebody (the hero)?
Does it work only against close combat attacks? Or against all attacks? Do you have to buy an area (then it would just be weker than the power with the area enhancement)? Do you roll against every enemy in sight just in case the enemy will attack you? Or do you roll against an enemy that attacks you in one of the three pages after activating the power?
Personally I play that anyone attacking the target simply gets the dice modifier.
You could require anyone attacking the target to make a mind roll against the target or be effected by confusion for 3 pages, or have them roll each time.
