I realize this has probably been asked and answered before, but I can't find the thread around here, so I will ask for clarification on some Superspeed questions again.
What is the priority of a Superspeed character, and does it change depending on how they use their levels in the power? Ex: Deva has Superspeed 1 and Agility 3. Is her priority 3 normally and 4 when she uses the Superspeed level to boost her Agility?
When does a Superspeed character get any extra panels? Immediately after their normal panel? At the end of the page?

There is no "Super speed 1". Do you mean "Super Speed 3"?
The bonus to Priority is constant, unless the Super Speed is specifically "off" (such as due to Tiring Limitation).
It is not limited to when super speed is used to boost Agility; only when it is capable of being used.
The latter question is really up to the Narrator. Letting the panels be back-to-back speeds up play, but it may annoy other players. Having the second panel come later in the page is more you have to keep track of, but more fair to the other players, and more realistic.
Personally if the person gets 2 panels I'd say the 2nd panel goes on half the priority of the first. If they get 3 panels, I'd have it be 3/3rds, 2/3rds, and 1/3rd.
So say you get 45 for Priority. You'd go on 45 and 23 (round always in a Hero's favor). If you had 3 panels, you'd go on 45, 30, and 15.
Also, don't forget to implement Tiring unless the person has "Second Nature" on the power.
