Minimizing Burst

Had a player in the Chimera game ask if he could reduce a burst attack to 1 square. I allowed it because he could have pulled off the same attack with the normal 2x2 burst, but it was just cooler this way, but my first reaction was no.

Have any of you guys dealt with this issue? My only concern is someone (not necessarily his character nor in this game) using a Burst of 1 to overcome a lousy Agility score. Maybe the math doesn't really work that way at higher Agilities, but I'm curious what you guys think.
