Well these are just house rules. What I think is honestly irrelevant. This is just a place to share house rules.
There is no "wrong" idea. The Narrator doling out more Hero Points and making Hero Points have more oomph are two means to accomplish the same end.
My usual thing is to tell people to build characters for a point level lower than what I'll actually use most of the time in the campaign. So I might say "Build 35 points" and then run a 40 point game, to make sure people start with more Hero Points at the start.
If the team is especially "unbalanced" I use the crossover rules (see Bronze age section) and double the base amount of Hero Points for the underdogs.
