hero points a targeted hero dice

in City of Heroes you get inspirations. They are essentially power-ups. Heal you, break free of status, add damage temporarily, add defense temporarily, etc.
You get them randomly - if you get a type you do not like you can combine 3 of the same to make any other type. So combine 3 defenses to get a break free if you are dazed.
In my quixotic quest to make hero points more powerful, I suggest the following complicated system (it works much easier with a computer keeping track).
Hero points have several flavors, and the hero points at the start of the game you get have a random flavor. Hero points earned during the game should have a flavor based on how you earned it.
You can use a hero point as a full hero die - but only for its flavor. Otherwise they add +1 to any roll, or you combine 5 hero points for a hero die as normal.
Flavors: roll to hit, roll for defense, roll for damage, roll for soak damage, recover (from a status including unconscious).
As an added bit - if you have an advantage that gives you a free hero die for a flavor, you can spend any of your hero points as full hero dice for that flavor even if they are something else.
So a character with Never Surrender could spend a damage hero point as a recover (or as a damage).
