maneuvers - aim, dodge, charge

BASH has only one maneuver I know of - charging. When you move you can add your move speed to your damage.
This has led to one character in our group move->attack, then next turn attack->move to set up charging again. There is no penalty to it, so they do it as much as possible.
Also the other characters (who are admittedly not well built so they lack options they could have through multipowers or variable) just attack endlessly with no ability to adapt.
So I am considering allowing 3 maneuvers: aim, dodge, charge
Aim: if you do not move in a turn you get +x1 to hit that turn
Dodge: if you do move in a turn and do not charge you get +x1 to defense until the start of your next turn.
Charge: if you move and attack you can call it a charge and get +x to damage based on speed as per the current rules
