Basic Action Super Heroes!

In running my 15-point campaign, I was working on a power limit for character creation. I would greatly appreciate your feedback and suggestions on how to extend to 20-points, 25-points & 40 points.

BASHMAN probably has already published them, but I couldn't find them.

Soak + Defense + Mental Defense = maximum of 8

• * Soak = Brawn + Armor + [Martial Arts (Tough) worth 1] + Growth
  * Defense = Agility + Deflect + [Martial Arts (Defensive) worth 1]
  * Mental Dense = Mind + Mind Defense

A 20 point character has a 10 pt max for Soak+Defense+Mental Defense (two x3 and one x4)

A 25 point campaign has 12 Max (three x4 is possible but unlikely)

and a 40 point campaign has 15 Max (three x5 is possible but unlikely).

For the most part, these things are supposed to max at x8 each, but I think having x8 across the board would be super expensive.

As-is, I don't have any hard and fast caps when I play; I just let the games' point limits keep them in line.
