Vehicle or character

I'm sure its been asked before but I'm developing a character that is a normal person inside a vehicle. The vehicle is his super form. Its as if the guy has a robotic Volkswagon Bug that walks around and has all the powers, controlling it from inside. If he gets out he is just a normal guy. [That's not exactly what I have in mind; but, for these purposes, it will do.]
So do I make up the character (with practically no real powers) and give him the Vehicle advantage; or, do I make him like I'd make Iron-Man (the vehicle is basically Size 2 Armor + other powers)?

Best way would be Iron-Man style; his powers, Brawn and Agility, are what the vehicle form has, and he'd have the Normal Disadvantage. You can even give him Size 2 in super mode. If you still want him to have some minor abilities, keep in mind you can use most Inherent Powers in normal form.
Generally, this is the best way to do characters whose super powers are a vehicle or machine they control, since the Super Vehicle Advantage penalizes you for making the vehicle more powerful than the character.

Yeah, that makes good sense as his powers would be pretty limited if they all came from just his vehicle. Thanks.
