Questions about Scan?

Yeah, I know. I’m asking a lot of questions. It’s just that I’ve been playing with the rules a lot this past week, and stuff has come up. Anyway, I have a question about Scan.
The first sentence of the power description reads: “You have the ability to detect the presence of a certain thing, or you can examine something and identify its basic components, energy output, etc.” Reading this doesn’t suggest that I have to specify a particular thing that I scan for when I purchase the power. It seems like the power automatically grants my character the power of a Star Trek tricorder. Basically, I can scan for or analyze anything. I just have to specify what I’m scanning for when I actually try to scan for it. Is this right?
IF this is right, designing a power that scans for something more particular is worth a Limitation, right?
Would this be a legitimate power?
Mind Scan: Scan 5 (Limitation: only to search for minds), 4 pts.
