So here's a question, is it an action/panel to change form?

Hmmm.... good question. And great for me to learn, since one of our players (in tonight's Issue) is a Shape-Shifter.

Here's what I'd say based on this Quote under
What Can I Do in a Single Combat Panel?
Move then Attack.
"Until you attack, you may activate any number of non-combat powers. Thus, a person can fly, sense the presence of robots, and use eyebeams all in one panel- but as soon as you attack, your panel is over."

That's the ONLY note I can find that directly comments on "activating a power" in regards to page/panels.

So I'd say that on ANY Panels a PC-Hero has, they could activate their Shape-Shifting power ANY number of times. So if you have 4 forms, you could shift between them all 3 times each - THEN choose to Attack.

To note though, by the RAW you:

#1. Can Attack OR Heal then Move, but if you do so in that order you CANNOT activate any powers.

#2. Cannot Move Twice and activate powers. (though I'd wonder if that's a Narrator's call instead)

#3. Use a Skill, and depending on the Skill used possibly activate powers at Narrator's call.

You can shape shift before attacking several times. For instance, you can shapeshift into a bird, fly next to somebody, then turn into a tiger and attack.

Because shapeshift doesn't have the "Concentration" limitation, and isn't an attack or healing, you can by default use it multiple times before you attack.

HOWEVER
you are still limited to moving + attacking or move twice, or attack + move.

If you for example shift into a bird with 20 SQ of Flight, and fly 10 squares onto a wall, then shapeshift into a creature with 8 squares of movement and clinging... how much movement would you have left? Well you already moved half your movement, so you have half left. Half of 8 is 4, so you could move an additional 4 squares when you get onto the wall.

After that, you can either attack or move again.
