I understand that Area attacks that are NOT damaging effects are noted in the RAW.


First question.
If the attack is a non-damaging effect (such as Immobilization or Daze) that is described as a MENTAL attack/effect does the defender STILL roll Agility to dodge? Or would they roll a Mind check? Or get an option for either?


My Second question is.
In failing the Area attack target numbers coming from a non-damaging power WOULD/could the result be treated in the same as the "levels" of damage taken (Full, Half, a Third, or No Effect)?

BASH! notes:
If the power is something Mental, or something that cannot be divided, such as Daze or Immobilization, then the attacker makes a single attack roll, and all the targets (or each group of minions) make their own separate defense roll against it.
...
If they get 19 or less, they are fully affected by the power. If they get 20+ they take half the effect, 30+ they take a third of the effect, 40+ they take no effect.
So.... If the attacker rolled the attack roll and each defender in the area rolled against it, if a defender gets the attack roll or more they take "half" effect. if they get the attack roll +10 they get a Third. and +20 No Effect.

Making any non-damaging power be reduced in rank or Difficulties necessary.

Starting with Immobilization: It can be described as a mental attack, but unless you house-rule a way to turn it into one that uses Mind Defense to resist, it functions like any mundane attack (use Defense to dodge the attack).

Daze: It doesn't make any sense to use Defense to resist a Daze burst attack and I don't think the rules imply that you would.

It's all or nothing. It COULD be divided up via house rule, but that seems like it would be a royal pain and unnecessarily complicated IMO (not to mention the math wouldn't work very well in many cases).

I think it helps to look at damaging burst attacks as being the EXCEPTION to how burst attacks are resolved.

Daze in a Burst: The attacker makes a single Mind Roll. . Each individual int the burst rolls against that one roll. Those that roll higher are fine. Those that roll lower are dazed.

Your above example, the second part after the ... is specifically only for some sort of physical, damaging area of effect attack like a fireball.
