Question that came up in-game for last evening's issue...
We have a PC-Hero that has the Tiring limitation on his Super Speed and Teleportation (that are Linked).

Unless we missed something... we are finding the rule for Tiring needed some more detail for us to understand proper balance/use. Here's the text:
Tiring: This power cannot be used limitlessly. It cannot be used for more than 2 consecutive pages unless you “push yourself”. --BASH! UE page 38[/i]

Page: One round of combat is known as a “page”. On each page, there are several “panels” that take place. --BASH! UE page 2[/i]
So...
How often can you use a "Tiring" limited power? What does "2 consecutive pages" mean? Can you:
- Use this power, wait a page, then use it again?
- Is it limited to use twice in a scene?

In-game... it wouldn't have seemed like that much of a limitation (for our issue last evening) if the first was true. The hero didn't really even need to use the power(s) anything but every other page. And the entire combat scene using them only last 4-5 pages, so when the next scene came (rushing across town) he was able to use them again without problem.

What's the call to best balance?
And/or how was "Tiring" meant to be used as a limitation?

It cannot be used 2 consecutive pages. That's exactly what it says and exactly what it means.

So, yes- you can use it ever other page. Or you can use, use, rest. use use rest. Etc.

It is not limited to 2/scene.

It basically makes it so you can only use the power 2/3 pages.

Remember "A limitation that isn't limiting is not a limitation". If you think it wouldn't really be impeding the power, you are free to disallow the limitation on that power.

I first came up with it for a character that used Ghost Form. This character had to hold their breath whenever they were in ghost form- so it made sense to limit how long they could keep using the power for. Limiting it to one use seemed to extreme, allowing more than 2 consecutive uses seemed too lenient. That's how I came up with 2 uses in a row as the limit.
