Is this the best way to build this character?

Ok, I'm gonna be running a Skype game soon w/ my players. One of them is interested in running a character with time powers. The players also want a game with experience points, so that their characters will become more powerful over time. With that in mind, I'm looking for a relatively inexpensive build that the player can improve on over time.

What we have at this point, looks something like this:

Dr. Duane ???

Duwain and some collegues were on a trip to a hard to reach Venezuelian pit cave. While exploring the cave, a recent rockslide had exposed a formerly unknown and hard to see cave entrance. Exploring the new cave, the party discovered a strange metal door deep at the end of the cave. They managed to pry the door open, and went inside to explore. They seemed to be in some sort of ancient alien space craft, buried millions of years ago. As they explored, they accidently activated some sort of defensive mechanism.

As the ship came to life, they were shot with some sort of energy, and fell unconsious. When they awoke, the ship's Sentinal, an android, explained to them that they had been mistaked for being dangerous, and the ship had used lethal force to eliminate the threat. The Sentinal was able to save them, but had to massively rewrite their genetic structure to make them capable of dealing with the incredible energies that they had been impregnated with, energies which still thrummed through their bodies. All of the members of the team ended up empowered by this incident, and Duane gained a mastery of time and temporal energies.

Speed Self Up - Super Running 1 (1 pt), Deflect 1 (1 pt)
Freeze Time - Teleportation 2 (1 pt. Limitation - can only teleport as far as he can run in a round) *
Slow or Freeze Another - Slow 1 (1 pt), or Immobilization 1 (1 pt)
Sense Temporal Energy - Sense X 1 (1 pt) (can sense time travellers, temporal disruptions/distortions, sense changes in the time stream, etc)
Psychometry - Clairvoyance 2 (past and future, 1 pt. Limitation: can only see the past or future of something that he's physically touching)
Sense Danger - Danger Sense (2 pts)

* I don't know how to do this, but I was wondering if there was a way to get the character to where he can freeze time, and then attack someone that's immobilized (or take something from them, move someone, move an object, etc)

Also, we were discussing some other possibilities as well, but there probably won't be the points to do them at this time. We were talking about possibly being able to Heal or Restore (self or others... and items as well), by restoring something to a previous form that it once had earlier in it's existance - and also destroying or corrupting something by instantly aging it.

The player didn't want any Disadvantages. I was recommending that he spend an additional Character Point to bump up his Social Science/history skill by one, and to take an extra specialty on Humanities, to include foreign cultures.

We were both hoping to include at least some sort of lousy, hard to control time travel to start with, but it looks like we'd need another 10 points to do that (TIME & SPACE fromt he Cosmic type setting), so I can't imagine that would be workable.

Also, should we be looking at Boost (maybe in the future), as I would imagine that he'd eventually be able to dodge bullets like Neo from the first Matrix movie?
