Called Shot to Blind Opponent

Ok, we have a hero in our pbp game that is attempting a called shot to blind a robot. I have two questions about how that works.

1) What is the duration of the blindness? Most of the examples seem to be an immediate or 1 page effect. I'm leaning towards permanent in this case (attacking the robot's sensors), but I was curious if there's an official rule on this I missed.

2) What is the penalty for being blind? Based on the Invisibility power and the Blind Disadvantage I read about in the Laboratory, -4 Dice Penalty seems to be the consensus, and even then the blinded person must have a "hint" as to where their target is before they can attack.

1) I have no clue, probably six pages maximum. Maybe with a mind check every turn to try to restore (played off as "rewiring" it's sensors).

2) -4 Dice Penalty sounds right.

It depends on what made him blind. If it is from a power like COnfusion, it explains how long it will last. If it is from you allowing a player to damage his eyes, that's up to you.

Being blind is a Major Hindrance, giving a -4 Dice Penalty to attack or defend. So making a called shot vs. a Blinded opponent is very easy.
