Shape-Shifting

Working on a new build, was wondering if Shape-shifting could be bought with an enhancement that allows it to be used to shift your power's points around, So instead of changing 3 Agility/3 Brawn into 5 Agility/1 Brawn, you could change 5 Super Speed into 2 Special Attack/3 Boost?

That you'd have to house-rule.
To build that though, I would just have a couple "Default" forms that I can take, and have one of them have Super Speed and the other have Special Attack/Boost.

Well the character concept was in normal form he was a lesser "Superman type," but he can split (using duplicate) into three different people, one super fast, one super strong, one with a variety of ranged or psychic attacks. Each of his split forms have greater power in one area, while when he's whole he's balanced between the three...
1) Maybe I ought to bring this to the super build section,
2) Is this build viable?

Technically, yes it can be done.
So here we go:
Balanced Mode: B4 A4 M4
Fast Mode: B2 A4 M4 + Super Speed 5 [Limit: Only in one duplicated form]
Powerful Mode: B5 A2 M4 + Special Attack 2
Note- I didn't include "Boost" for any of this because using Shapeshift to get "Boost" is probably broken, rules-wise. As a narrator, I wouldn't allow it myself.

Definitely have to be a world class build then, 24 points all in abilities, then 6 points to have Shape-Shifting Linked with Duplicate 2, then use a few of the left over points to grant some misc powers (limit: only in Form A).

You don't need +2 points to have Shape-Shifting linked. In this case, it's not beneficial, it's more of a situational limitation on your Shape-Shifting, especially if you're limited to only a few certain forms.

Well either way I'd spend the 2 points, either on Link, or Duplicate 2, figure as the character can only duplicate into those three forms, and can only "shape-shift" when duplicating I might as well Link them.

If this is for a PC, remember that you still only get one combat action per page even when duplicating. So if you want all 3 of your sub-characters to be able to act, you'd need to buy Super Speed 5 just to get 3 panels per page, and then divy them up between the 3 characters. And even then Super Speed is Tiring by default, so you could only do that for 2 pages in a row before going back to a single action for a page. There are ways around that, one idea that's been floated on the forums is "buying off" the Tiring disadvantage, for either 1 or 2 points.
How that would work when one of the forms is supposed to be "Super Fast" is something you'd need to consider. You mentioned him having Super Speed, but could you stack his Super Speed on top of the general Super Speed that allows all 3 forms to act?
One way you might do it is buy Super Speed 5, which by the book gives you the player up to 3 actions per page, and the ability to complete actions/skills faster. You could say that only the Fast duplicate can do the actions/skills faster, and that only the Fast duplicate could ever take more than one panel per page (although it would still count towards your total of 3 actions for the player). So on a typical page each of the 3 forms gets one action, but you'd have the option of letting the super fast guy do up to 3 attacks if your other two forms don't attack that page. If the super fast guy wasn't there or got knocked out, your other two forms would still be limited to one action each, and couldn't complete skills faster, since those elements of the power are only available to the speedster. I think that kind of gives the flavor of what you are looking for, without breaking the spirit of the rules.

Great suggestion! Also say that only the speedster could use more than one move action per page, since I believe all duplicates can move during a single panel...
Okay so I need to organize all this in my head for a while before I attempt to stat out this guy (he's starting to sound difficult, lol) but soon as he's done I'll put him over in the super builds section for posterity.
