The Domino Effect and Movement

So I used some Henchmen last night, and of course they went down when hit by just about anybody, but none of them where really adjacent to one another or to the heroes either.
I allowed the Animal Genius with her super speed to move between minions, but none of the other characters.
That's how I interpreted the text on the Domino Effect on p.69, I couldn't shake the feeling that I was reading it wrong, but couldn't read it in any other way with out disregarding half the text. How do you guys run it, is there an official (I hate to use that term in BASH) ruling on it?
