how to make Beast Boy's Shapeshifting?

My pal Karl is trying to build Beast Boy (from the Teen Titans) he's having some problems figuring out the proper power.

I'd always like to find the best rule before making a House Rule, unless it's necessary.
Can anyone give suggestions?


PROBLEM: Part of it is that the way Shapeshift in BASH UE works is fine BUT there are some issues with it if you are going to play basically a normal guy (like Gar).

THOUGHT: He really needs something like a Variable Power Pool of points, and the closes one is Omnipotence.

HOUSE RULE: So I was thinking of making it that for every rank you have it in (5pts) you have 3 points to spend as you wish on different things, including Stats.
Otherwise you need to give Changeling a Brawn and an Agility of 3 I think, as it is the only way to make it a valid build AND the way Shapeshift works in the normal rules if you do that… anyway.

Far easier way to do it:

Stats are Brawn 3 Agility 3.

This is his favorite go-to shape to shift into: Gorilla.

He has Shape-Shifting [Limit Always Green]

He has a Size-Change Multi-Power:
#Growing [Limit: Only usable while Shape-Shifting into a large animal]
#Shrinking [Limit: Only usable while Shape-Shifting into a small animal

He has the disad "Normal" when not turned into an animal, Guy has Brawn 1 Agility 2. He also has the Disad "Freak" that even when in normal human mode, he is green.

Another possibility is to do something like:

Shapeshift [Limit: Always Green] (3 pts)
Size Change Multipower (see Bashman's post above)
Boost Brawn X While Shapechanged (X pts)

That gives him some extra stat points to shift around between Brawn or Agility or to turn in for powers like Flight, Special Attack (claws, bites, etc) and so forth, but he only has them while shape shifted.
