Basic Action Super Heroes!

So just to confirm, If I have a character whose build works out to be about 14 points but I want him to have a super vehicle that means I only have about 9 points to build the vehicle before it starts taking setbacks?

sort of its based on his character points , so if its a 20 cp game he gets a 15 cp vehicle even if his build is 15 or for that matter 25 , or at least that's how i read it .

A 14pt character though? That would be a bit low, wouldn't it?

That depends entirely on what you are doing with it.
