Multiple powers in a single multipower slot

Hi,
The wording of the Multi-Power enhancement implies that you can only have one power per "slot". You have one base power, and each additional power seems to be a singular alternate choice.
Is it possible to have multiple cheaper powers occupy one "slot" of a Multi-Power, like the way M&M handles array slots where multiple powers could jointly occupy one position in the array as long as their total points are not greater than the base power?
Here are some character examples, the first from another post on the forums, the others from characters that came up in my home game. In each example, assume the character has a multipower with various abilities, and the most expensive is 6 or more points.
The character can become intangible and walk on air (ie, a rank or two of Flight), but can't use the other powers while doing so. Could Ghost Form 3 plus Flight 2, with a combined price less than the 6 points per slot of the multipower, be put together as one alternate configuration of the multipower? Note that linking isn't necessarily appropriate because he can walk through walls without flying (although the reverse may not be true, but that is another issue that could be handled by a limitation on the Flight).
The character is a magician and one of his alternate "spells" gives him Clairvoyance (Precognition) and Danger Sense. Linking wouldn't be appropriate because he should have Danger Sense while walking down the street, whether or not he is actively trying to use Precognition.
The character has a suit of powered armor that can shift power to various sub-systems. One set of sub-systems is his sensory gear, including Super Senses (Infravision, Telescopic Vision) and Keen Senses (Vision) and Keen Senses (Hearing). Could they all be part of one multipower configuration without using Linking, since he should be able to use Keen Hearing with or without Infravision actually turned on, etc.
