"is based on"... kinda vague, a bit confusing at f

There are a couple items in the UE that seem confusing to me as a beginning BASHer. I think I get it now, but can someone please clarify?
"is based on" is used to explain where you get your Defense, your Soak, and at least one other place. The rules say that, for example, your Defense "is based on" your character's Agility. That means "is equal to" as in "your Defense is rolled as an Agility roll, plus/minus modifiers such as powers", right?
Soak is the same? Make a Brawn roll?
I'm sorry, but when the rules say that it's "based on", I can't help but think that somewhere in the rules there should be some type of table I should refer to.
Does what I'm saying make sense? I feel like I'm right, but I'm still not certain. Thank you in advance for any help!
