One of my players character has rocket fists. He wants to be able to shoot both of them in a page. The options we see are;

Double Tap - While it would work, the limitations seem to be rather overwhelming for what he wants.

Paired-Weapons - Even though they are ranged attacks, they do Brawn Damage, so I am willing to muff the rules on this one, but it doesn't seem right.

Super Speed 3 [Limit: Rocket Fist Attacks Only] - This seems more likely, or at least within the rules.

Which way would you go?

The power Off Hand Shooting sounds like exactly what you want.

However, having said that, I'm not sure about it's -2 dice penalty. The -1 dice penalty of Paired Weapons and Swift Strike seems a little more reasonable to me. It costs the same as Super Speed 3 [Limit: Ranged Attacks Only], which has no dice penalty but can't be used more than 2 rounds in a row (Super Speed has the Tiring limitation).

Which one I pick would probably be mostly down to flavor:

Is this something he as "mastered", the ability to aim attacks with each hand simultaneously? If so, then I'd probably go Off Hand Shooting, since it could also apply it to other weapons (like if he loses his powers and picks up a laser pistol to fight off the alien invaders who negated them, etc.)

However, if this ability is kind of specific to the rocket fists (like some sort of targeting system that lets them both work), then Super Speed with the limitation would probably be my preference.

Another alternative I just thought of would be to look at the Ricochet area of effect enhancement. You could say that the second attack is from a second rocket fist, not the first shot reflecting. This would cost 1 point, the second attack is at -1 dice penalty, and it can only happen if the first attack hits and the targets are within 5 squares of each other. That is more of a reach, rules-wise, but I thought I'd throw it out there.

Similarly, you could do a Medium Line area-of-effect enhancement, with a limit of 2 targets, for 1 point (2 for Medium Line, -1 for limiting the max targets so severely).

Or go more cinematic and just call it a Medium Line with no limits - the dual attack tears through the targets affecting everyone in the path, instead of just one target per weapon.

It really comes down to how he envisions it, I guess.
