how can I make Consul - he buffs allies and debuffs foes

Consul is a mastermind. He should rarely attack for damage.

I want him to make his allies better - probably to hit and defense mostly.

I want him to weaken foes. I am thinking he chooses a foe for his allies to attack and then weakens that foe for them.

What's the best way to buff allies?

1) the Leadership advantage allows you to aid others. Treat the 5 Hero Die as villain die. You also get setback points as well, so Consul could use them to make more villain dice

2) Boost with affect others and area effect might work also for aiding his allies

3) For weakening foes, you can use nullify, slow, weaken, confusion and daze to aid your allies

One of my regular players was a Buff-based mage. His character concept was he was a "wizard" but used a Player's Handbook as his spellbook. So he would cast things like "Cat's Grace" and "Bull's Strength" on allies. Both were variants of Boost.

Buffing Allies: use "Boost". But another good one is take any good defensive power and add "Usable On Others" as an Enhancement, maybe add Affects Area to it as well.

So example: Protective Aura: Armor 2 [Usable On Others; Affects Area, Medium Burst]. So allies in the Medium Burst are affected by this Armor power. It is expensive (5 points) but this can be off-set by using a Multi-Power or adding a Limitation to this one, or adding Linked to give two buffs at once. So you could add Deflect 2 with Linked so all allies in the area (when you turn it on, I suppose) have +2 Defense Multiplier, +2 Soak, and reflect attacks when they roll doubles. It's a 7 point power, but you make your entire team VERY durable with it.

A cheap but very useful one you might do in a Multi-Power would be Immunity or Resistance.

Immunity, Usable On Others. Do this as a Multi-Power.

If I buy a buff area of effect will it buff my enemies as well?

And will my boosts stack with their boosts?
If everyone hits a boost limit of 3 for total boosts, then my buffs may be useless

Usable on Others with Immunity or Resistance would be great.

They stack, as long as they aren't the same type. So you can Boost Agility on someone whose Brawn has been boosted already. You could also give someone a Boost to Agility to Defense, and a Boost to Agility on Offense. As long as the boosts do not affect the same dice roll.

As for affecting multiple people, I would rule that the targets who are in the AOE at the time you turn the power on are affected. They can move away from you after that. So if you don't want to buff enemies in the AOE, either use Arc instead of Burst or add the Target Exclusion enhancement.

That makes it much more manageable. I've been thinking I would need everyone to stay in my burst. But I can just buy the burst as a cone for his initial speech (when he turns it on).
