Basic Action Super Heroes!

So, our group has decided to use the advancement scheme from BASH SciFi in our supers game. We had a question though. If someone takes Unskilled in the beginning and uses XP to buy it off later. Do they suddenly gain all the skill slots they would have had without the disadvantage? Our initial thought was no, but we want to give it a fair pass on these boards first to see what others would do.
