Immobilization

I have seen other topics on this but none answered the question I have. In reading immobilization I dont see any text that indicates that the user needs to target an enemy or that the enemy gets any resist so I made the following assumptions.
If I spend 3 points in this power and I dedicate 1 point for range and 2 for the strength of the power I am assuming I need to roll Agility to hit and the target gets a physical defense against since it is a physical manifestation.
If I spend 3 points in this power and I dedicate 1 point for Area and 2 for the strength of the power I am not sure how to handle it. Based on the rules for area effect powers depending on what the target's defense roll is they will suffer from 0%->33%->50%->100% of the effect of the power. Does this mean that I apply these percentages to the strength of the immobilization?
Or does this power affect you automatically and then you simply need to break out of it? I suspect this isnt the case since Daze (the mental version of this ability) requires you to attack the target and they get a resist vs Mind.
