Is an Interrupt Action a full panel?

Does taking an "Interrupt Action" (via Quick-Thinking or a HeroDie) give your hero a FULL PANEL to act (meaning - your normal Panel 2 actions such as a move action + an attack action, etc...)?
OR
Do you only get ONE "action" of a Panel - such as an attack OR a move (but not both)?
AND
(depending on EITHER of the above)... When making an Interrupt Action is it effectively your Panel for that Page?
OR Would I get the single Interrupt Action (whenever I choose to interrupt) and then also get my normal full Panel when my Priority comes up?
Also... Does taking an Interrupt Action CHANGE your Priority order for future Pages?
And lastly... Several powers are (or can be taken with) "Concentration", which requires you to use this power (ie. take your Panel actions) at the END of the Page. Can you interrupt to use a Concentration power - such as interrupting to turn on a Force Field to protect an innocent. Would you need to "take the hit"?
The only clarification I could find for an "Interrupt Action" is in the "HOLD OFF" action for a Panel that states:
"If you are holding off to do something in a certain situation, when that situation comes up, you may interrupt the action by taking your panel."
Does this mean an Interrupt allows you to "TAKE YOUR PANEL", as in a full panel of normal actions?
For Example:
Could a Hero spend a Hero Die (or use Quick-Thinking) to make an Interrupt Action to:
- If a hero is 5sq away and sees an innocent child is in danger, can he use one "move action" to Fly to the child then use his second "move action" (from a normal Panel) to telekinetically move the child away out of danger?
- or could the hero fly in to "take the hit" for the child, then with his other (normal Panel) action lash out with his TK and attack the villain?
