Basic Action Super Heroes!

Is damage halved before of after soak is applied? I'm assuming after, but would love a more official answer.

This is up to the Narrator's interpretation. Essentially to make things more gritty, apply the halving AFTER soak. To make things more bouncy, apply halving before soak.
