How are automatic weapons supposed to work?

Hi folks,
Short-time lurker, first-time poster.
I've read the "Full Auto Rules", p24/25 and am left bemused.
My interpretation is that if you are using "Full Auto", or a weapon that has a Burst as standard then the firer's Agility/Intense Training Powers are irrelevant in determining to-hit.
There is no Attack roll and the target(s) simply make Defence rolls hoping for 20+/30+/40+ (Burst, p39).
In the case of "Full Auto" the target(s) get a +1DM to their Defence roll.
Is this correct?
