Mind Control question, Succeeding mental attacks?

We just had an in game question. The Mind Control power seems to indicate the following: Make a Mind Control attack to take control of someone's mind on turn 1. You do not get to make a command this first turn because it counts as an attack, and you've already made an attack to Mind Control your target. Turn 2, make a mental attack roll to command the Mind Controlled target. Is this correct?

EDIT: I found a post that suggests that you get to make a Mind Control roll and it includes making the first command with it.
